Dear colleagues, the 17th International IEEE Conference Experience of Designing and Application of CAD Systems (CADSM'2023) was held in Jarosław (Poland) on February 22-25, 2023. Representatives of the V.V. Popovskyy ICE Department have been regularly participating in this conference since 2011.

This year the conference was held in a mixed format, with scientific reports presented in person and remotely. The conference was traditionally attended by scientists from around the world. The achievements of Ukraine were represented by employees of Ukrainian universities from Kyiv, Lviv, Chernivtsi and Kharkiv. Oleksandr Lemeshko, Oleksandra Yeremenko, Amal Mersni, Maryna Yevdokymenko, Mykhailo Persikov and Anastasiia Kruhlova presented a scientific report from the V.V. Popovskyy ICE Department. Analysis of Proactive Models of Fault-Tolerant Routing under Load Balancing and Border Routers Availability.

The authors of the report, Professor Yeremenko O. and student Persikov M., presented the scientific results obtained directly at the meeting of section 2. The report aroused a lively discussion and interest. By the way, Professors Lemeshko O. (remotely) and Yeremenko O. (offline) chaired this section of the IEEE CADSM'2023 conference.

We are grateful to the organizers of the IEEE CADSM'2023 conference, especially Professor Lobur M., Dr. Andrushchak N. (Lviv Polytechnic National University), Professor Scherbovskikh S. (The State University of Technology and Economics in Jaroslaw, Poland), for the opportunity to present their scientific results to the world scientific community in the conditions of the war that moscovia has unleashed and has been waging against our country for 9 years.
