Roundtable "Forming a National Qualification Framework for Cybersecurity" under the USAID project "Cybersecurity of Critical Infrastructure in Ukraine" was held

On November 29, 2022, the USAID Project "Cybersecurity of Critical Infrastructure in Ukraine" held a roundtable discussion on "Forming a National Qualification Framework for Cybersecurity. Three panel discussions were organized as part of the event.

I. State cybersecurity priorities
II. Ukraine's National Cyber Security Qualification Framework
III. Education and professional standards in cybersecurity.

USAID Project representative John Harris opened the event. From the public sector, representatives of the National Security and Defense Council of Ukraine, the State Service of Special Communication and Information Protection of Ukraine, the Ministry of Digital Transformation, the Ministry of Education and Science of Ukraine, and the Security Service of Ukraine were present. The round table was also attended by representatives of foreign agencies and companies, such as CYBER RANGES, the European Union Agency for Cyber Security (ENISA), NICE Framework at the National Institute of Standards and Technology. Representatives of the HEI, who are directly involved in updating cybersecurity education and training programs in accordance with the new professional standards, also participated directly in the discussion.

The panel discussions raised issues such as the importance of human resource development for the successful implementation of the National Cyber Security Strategy, the approval of the first six professional standards, new professions in the National Classifier of Occupations, the plan to develop new standards for 2023 and international experience in implementing qualifications frameworks and professional standards for cybersecurity.

In general, much attention was paid to staff development in accordance with professional standards of cybersecurity, as well as further support for the activities of the USAID Critical Infrastructure Cybersecurity Project in Ukraine in this process.

From NURE at the event, Prof. Yevdokymenko M.O. of the V.V. Popovskyy Department of Infocommunication Engineering, reported on the beginning of renewal of educational and professional programs in cybersecurity. She is also the higher education coordinator of the USAID Project "Cybersecurity of Critical Infrastructure in Ukraine".
